STATUTES OF THE CZECH TIPPLER CLUB - CIVIC ASSOCIATION

article I.
NAME

Czech Tippler Club (abbreviated in Czech language - KCHT) - Civic Association

article II.
OBJECTIVES

The objectives of KCHT - Civic Association are as follows: help the novices in the tippler sport, associate friends in the sport, organize club competitions in the tippler flying endurance and, as much as possible, promote the sport locally and abroad. The undersigned founding members of KCHT intend to bring the flying tippler sport in this country closer to the world competition tippler standard. The creed of the club is "Equality and Integrity".

article III.
MEMBERSHIP, MEMBERS AND THEIR RIGHTS AND RESPONSIBILITIES

Anyone can join the KCHT regardless of their age, gender, color, religious or political beliefs and citizenship.

Member's rights and responsibilities: Each KCHT member has the right to terminate his/her membership at will. In the event that a member does not pay his/her membership fees in due time, his/her membership will be terminated. The membership may also be terminated at the end of the competition season (at the AGM) in the event that a member does not participate in at least one competition fly during that particular season. A member may also be asked to leave the club if he/she offends other club member in an extremely uncivil way or if he/she cheats (i.e. enters incorrect information in the Fly Sheet). The KCHT Council (or Board) will investigate such acts and may decide to terminate the club membership of the offender.

Each member will inform the person responsible for time keeping of his/her intent to compete in a fly and will send in correctly filled in and signed Fly Sheet. The addresses of all members will be available at the club's web pages. More rights and responsibilities are listed in Articles VII. To X.

BOARD

The person to register KCHT with the Home Ministry as Civic Association is Frank Otta. The preliminary, registering Board must consist of at least three members of which at least one must be of age.

First ten members of KCHT, providing they agree to take upon themselves this responsibility, will constitute the Council of the club until all members agree to duly elect their Board.

At the outset of the existence of the club, the Council will be responsible for setting the fly dates, liberation times, and dark times. The Council will also keep records on the members' fly results and publish them at the club's web pages.

The Board will consist of the President, Acting Secretary, Secretary, and Treasurer (more on this in Article V.) and will be elected at AGM's. Each KCHT member is entitled to propose his/her candidates. In the event that there are more candidates to one office, the one with the most votes will win. The selection will be made with open vote ballot. In the event that there is an even count of votes, and if the members cannot reach a decision in a debate, the final decision will be made by the current Board.

article V.
RIGHTS AND RESPONSIBILITIES OF THE BOARD

The board will consist of the following representatives of the Civic Association:

President: Convenes club meetings and presides them, coordinates the competition activities of the club, keeps fly results records (now we have the Central Timer to do this job)and publishes them on the Internet. In the event of his resignation, his duties are taken over by the Acting Secretary until new President can be elected at the nearest AGM.

Acting Secretary: Acts on behalf of the Civic Association. Informs prospective members on the KCHT membership. In the event of his resignation, his duties are taken over by the President until new Acting Secretary can be elected at the nearest AGM.

Secretary: Purchases trophies, diplomas, club leg bands. Sets the fly dates and liberation times records (now we have the Central Timer to do this job). In the event of his resignation, his duties are taken over by the Acting Secretary until new Secretary can be elected at the nearest AGM.

Treasurer: Proposes the amount of membership fees, collects them and keeps the accounts of the Civic Association. Prepares the income/loss sheet for distribution at each AGM. In the event of his resignation, the Treasurer immediately delivers all assets and accounting books to the hands of the Civic Association's President who takes over until new Treasurer can be elected at the nearest AGM.

The Board is competent to decide in controversial cases or in the events of disputations, to interpret the Competition Ruler for the members and to send inspectors at random to the competitors' places of residence during a fly weekend (the competitor may choose to refuse the visit of inspector - in this event, it is a DQ for the competitor for that particular fly day).

MEMBERSHIP FEES

Enrollment fee: CZK 100,-
Annual membership fee: CZK 200,-

article VII.
FLY SYSTEM

There are two fly systems in the tippler sport:

Official - utilizes the timer services - the timer must be at least 16 years old who has read and understands the KCHT Competition Rules, must be present at the competitors property during the entire duration of the fly and sign the Fly Sheet when the competition is over. The timer must not be a relative of the competitor. The timer may not be the KCHT member. The timer may be replaced by one or more competent timers during the course of the fly day (all timers shall give full name and address and sign the Fly Sheet).

Honor - the club and its members respect the competitors word of honor of their club mate.

KCHT will utilize both systems. In order to comply with the world standard when it comes to excellent flying times, the competitor must fly under the Official System. KCHT will not recognize any record times if flown under the Honor System.

Each member has the right to watch, either from a distance or directly from the property of his competitor, the performance of the competitor's kit. In the event of discrepancy(ies) between the observation of the eyewitness and the information given in the Fly Sheet by the competitor, it is the duty of the Board to investigate such case. If bad intentions on the part of one of the parties that include the referees are ascertained to discredit our sport or our club, the guilty party will dismissed from the club and his/her full name and address, together with the description of his/her/their transgression(s) shall be published at the main web page of the club and described in the English language on the world tippler internet forums.

article VIII.
COMPETITION FLIES

There will be a series of several competition flies. The competition days, liberation times, and dark times will be decided upon before the start of each season, will then be published at the club's web pages where they will remain available to the members during the entire fly season. The competitions will be held in accordance with our Competition Rules. The intentions to participate in a fly shall be announced by the competitor to the Central Timer no later than one week (7 days) before the fly.

article IX.
JUDGING

Longest individual time on wing:
Each competitor will strive to achieve the longest time of the day. The results of all competing members will be recorded and published on the club's web pages. The flier who succeeds to fly the longest time of the year will be awarded with the Club Champion of the Year title. The flier who manages to beat the current club record will be awarded with the Club Champion title.

Best aggregate time:
Is calculated by adding all times flown by a member during one season. The member with the highest aggregate time will be awarded with the Club Aggregate Champion title. It is obvious that each member should be interested in flying on as many competition days in the season as possible.

article X.
AMENDMENTS OF THE STATUTES

Each member has the right to request a statutes amendment. Such proposal shall be delivered to the President in written form. The President will then submit the proposal to the members for consideration and approval at the nearest AGM. The approval may be achieved only by the majority of the votes of the club members present (NOT the present club members). If an amendment is approved, the Acting Secretary shall send the new wording of the statues in two copies to the Home Ministry of the Czech Republic as required by law.
